Car rental in Seoul

To rent a car in Seoul, foreign travelers must physically present: (1) a valid national driver's license from their home country, (2) an original 1949 Geneva Convention International Driving Permit (IDP) bearing an official stamp/seal, and (3) an original passport matching the exact legal name. South Korea does not recognize the 1968 Vienna Convention IDP, digital permits, or national licenses alone (with minor exceptions for certain bilateral agreements like the UK or Poland when official consular notarizations are supplied).

Most rental vehicles in South Korea are equipped with an electronic Hi-Pass onboard unit (OBU) mounted behind the rearview mirror. When approaching toll gates on corridors like Expressway 1 or Expressway 130, steer into the lanes marked with blue surface paint and overhead 'Hi-Pass' signs at a speed of 30 to 80 km/h depending on the gantry type. The barrier will open automatically, and the accumulated tolls will be reconciled and billed to your credit card upon returning the car.

Due to South Korean national spatial data and security laws, high-precision mapping data cannot be exported to foreign servers, severely degrading Google Maps functionality (no turn-by-turn driving directions). You must download and use Naver Map or KakaoMap, which provide comprehensive English interfaces, real-time lane recommendations, average-speed camera alerts, and dynamic traffic routing.

The Green Transport Zone covers 15 administrative wards in Jongno-gu and Jung-gu (historic downtown Seoul). It restricts Grade 5 high-emission diesel vehicles daily between 06:00 and 21:00, enforced via 119 automated license plate recognition cameras. Violators face a 100,000 KRW daily fine. Modern rental vehicles from fleets like Lotte or SK are eco-rated Grade 1-3 and exempt, but older non-commercial or specialized vehicles remain subject to the restriction.

Street parking in central Seoul is strictly regulated. Double yellow lines and red curbs indicate absolute no-parking zones enforced by automated mobile camera patrol cars. For short stays, park in public parking structures (Gong-yeong Juchajang), commercial buildings, or department stores. Note that many urban facilities use automated mechanical parking elevators that strictly prohibit vehicles exceeding 1,850mm in width, 5,050mm in length, or 1,850kg in curb weight.

On the Gyeongbu Expressway (Expressway 1), the far-left lane bounded by solid or dashed blue lines is a dedicated High-Occupancy Vehicle (HOV) bus lane operational from 07:00 to 21:00 daily (extended to 23:00 during holidays). Only vehicles designed to hold 9 or more passengers carrying a minimum of 6 actual passengers are legally permitted. Standard sedans or 5-seat SUVs entering this lane face a fine of 60,000 to 70,000 KRW and 30 driver license penalty points.
